Mom passed away in nursing home, are we responsible for bill nursing home said is unpaid?

It will be your mom's estate unless you signed as a guarantor for her nursing home debits. You will need to closely look at her nursing home agreement for such a clause signed by a family member that placed your mom in the nursing home.

Well you are not personally responsible, but if mom's estate has money and the nursing home follows the procedures, then they can legally collect any outstanding bill from the estate. The nursing home provided services to you mom; they are entitled to get paid.
