My mother is in an assisted living home can she be forced out because she has dementia?

Well "forced out" is a very harsh word, but if the Assisted Living Facility doesn't have the medical staff to take care of mom, then what are they supposed to do? Many people with dementia become "wanderers" and just walk out of the facility and wander about the city. You can't tie a rope to mom; what are they supposed to do? So yes eventually the facility will have to take legal action and get permission from a judge to have mom moved to a nursing home where she can be protected.
