Legal Question in Elder Law in New York

My mother is elderly, frail and disabled. A few months ago she had an argument with my sister who is not mentally a good person. My sister then began an eviction process against my mother. My sister has contacted APS and they are relentlessly bothering my mother now. In addition, my mother rely's on food stamps and SSI. My sister has admitted to me that she plans on destroying her food stamp and SSI eligibility out of spite. I do not speak with my sister as I feel she is toxic. My question is, how can I stop her from doing these spiteful acts with these agencies. Is there someplace I can contact to report my sister for fraudulently interfearing in someones food stamp or social security? I am also concerned with the APS. Thank you so much.

There are a handful of issues here. How is mom's mental capacity? Who owns the home? Has she done a power of attorney and health care proxy? If not, we may need to consider guardianship. Best way to deal with APS is through an attorney. They aren't going to back of until they see that mom is safe. Feel free to call.
