in new york does a nursing home have rights to all of assests in a joint bank account?

The nursing home doesn't have right to anything.
I think you're asking about Medicaid, and there are really tricky rules as to what assets (joint or otherwise) have to be used for the person's care. Lots and lots of technical rules and spousal refusal declarations, etc. You have to follow the rules exactly and if mom or dad is already in the nursing home you're not going to have a lot of options. But there are things you can do and steps to take to save as much money as possible.
