If a NY probate case is closed and funds distributed how would NY medicaid make a claim for estate recovery? Do they have to make a claim before probate closes? Also would it be a problem if the medicaid recipient's house is sold well assessed value.

Yes there may be big problems here. In the first place, what exactly do you mean by "probate is closed?"
The fact is that there may be different answers to these questions based on various facts which have not been posted here. A lot of factors which I really don't want to go into here
