My parents currently do not qualify for Medicaid in NY due to their assets. They want to gift their assets to me to qualify for Medicaid. They want access to those assets to live off. If they set up an irrevocable trust to make me trustee and beneficiary that allows me to pull money from it monthly, can I give them that money monthly?

No.
However a much more complete answer is only available if you sit face to face (or Skype to Skype) with an attorney. The rules are simply much to complex in this are to be answered by email.
Good luck.
