Power of Attorney
If someone appoints me their power of attorney, can I refuse ? If so, how?

No one can be forced to become another person's 'attorney-in-fact.' Assuming you have not already acted as the person's agent, just send them a letter saying "thanks, but no thanks." If you've already acted as agent in some capacity, there would be a different answer.
