My wife is unable to sign or make a mark (she has MS.) Need to renew passport. Passport office says need to be declared Judicially Incompetent. How do I go about doing that?

Ask them what do they do when someone loses the use of both arms? Are they suddenly judicially incompetent? Here's some basic advice: you are giving out too much information. Just say that she is unable to write her name because she has lost the use of her limbs. Wheel her in to a passport office and an agent will examine her to verify her identity. Best wishes.
