Failure to keep right
On a rural county road with no

holes can you be pulled over for failure to keep right?

As with most statutes, the language is pretty unforgiving. Yes, you are supposed to keep right (Art. 25 Vehicle and Traffic Law). Also with certain statutes, there are exceptions. In your case if you can show you were passing a vehicle, pedestrian or animal or avoiding an obstruction or other unsafe situation you may have a defense. If you were asleep at the wheel, drag racing or wanted a closer look at the wildflowers on the left, you may have to pay the fine and take the points. If you apppear with a reasonable explanation the judge may reduce the fine, point(s) or acquit.
