WHAT I AM TRYING TO FIND OUT IS BASICALLY IF I WAS TO MAKE A VIDEO JUST USING CCTV FOOTAGE. tHIS IS FOOTAGE FROM THE STREETS OF MANHATTAN. i WANTED TO KNOW THAT IF THEY WERE TO SEE THEMSLEVES ON THE COMPLETED FILM. CAN THEY AUTOMATICALLY REQUEST TO HAVE A COPY OF THE FINISHED FILM OR CAN WE REFUSE. IF YOU COULD LET ME KNOW THAT BE GREAT THANK YOU.

Even if you shoot people in public locations, it is generally a good practice to secure releases whenever possible unless these people are unrecognizable in the crowd or play an insignificant role in the background of the scene. While you may not be obligated to provide them copies of your film, depending on who they are and the circumstances of filming, if they choose to assert rights of privacy/publicity or the like, they may be able to request copies through legal process after they have seen themselves in your film. This is probably unlikely but since you asked the question if it is theoretically possible ... .
