Laws in New York State
Is there certain laws or parameters you must follow when throwing a party such as noise, where, when, etc.? Also do the laws change if the party is inside or outside?

Many local villages have rules concerning noise. Also, depending on the type of party and where it is located you may need a permit. Unfortunately, your question is too broad to be properly answered.

Michael Markowitz is correct but figuring out what those "parameters" are would require you to have a sound level meter to determine decibel level. Then it further depends upon neighborhood density and times of day. If you want to spend the time, go to http://www.nonoise.org/lawlib/cities/newyork.htm#218 to learn more but I assure you, as I experienced in a case such as yours, that your best guide is reason. Inside or outside makes no difference as the determining factor is how loud the sound is from inside the complainant's residence. Neighbors, unfortunately, can be of all sorts, some more sensitive than others. If you know your neighbors well enough, you may want to alert them to the party, be courteous and understanding. If young children or elderly people live near you, you may get a visit from the police. Drunk and other disorderly behavior gets the call far quicker than loud music.
