''Man on the Street'' and Panel Discussions
I have random shots of people walking down the street. Do I need to have this sign a release form for TV broadcast?
Also, how about panel discussions where I was allowed to cover it as a member of the press and was open to the public?

It depends on how you are using the footage. If you are using it for commercial gain, you need a release. If you are using it as part of a bonafide news story or for artisitc value, no.
