Can an 18 year old girl be held against her will in New York

My girlfriend (who is 18 years old) recently left North Carolina To visit her parents in Elmira, New York. Upon arriving she was told that her parents could legally keep her in the state of New York untill she is 21 years old. Her parents have threatened to call the police if she attempts to return to North Carolina. I need to know if they can legally hold her against her will in New York at 18 years old.

NO Not unless she is incapacitated in some way and has had a guardian appointed for her by the court. IF the parents go thru with the bluff, the police will let her go or face a civil rights violation charge.
