what do you need to adopt?

i have a cousin, he's 16. i'm 29. he is not legal in this country. i want to adopt him so he is legal here (i have a green card). is that possible? what do i need to adopt him? who do I contact or seek?

This is a common plan for immigration purposes and the INS has addressed it in detail.

If he is already in this country, then it won't work. You have an opportunity to make the plan work if you adopt him in your native country.
