Adoption of an adult resident alien by a U.S. citizen
I wish to adopt my late son's widow, who is a Japanese national and who will be attending graduate school in Illinois as a resident alien. Which court(s) would have jurisdiction? What paper-work would be involved? Do we have to be represented by a lawyer?

This is governed by State law. The law of your state must be complied with; then the INS hasto be notified of the occurrance. You probablyneed a lawyer unless you are so savvy you cannavigate the court system and also the INS.
