Adoption of Child without Father's Consent

My granddaughter is now 3. My daughter's boyfriend wants to adopt her when they marry. When she was born, her father refused to sign paternity papers. He refused twice after that. He has never paid support & has seen her only a few times. At present, he is going thru rehab for heroin.

Can adoption be made without his consent because of his refusal to be put on the birth certificate?

I am pressed for time and cannot go into detail now, but you should know that it is possible for a biological father to lose his right to "veto" an adoption as a result of the kind of non-interest you described.
