adoption not legal in United States?

My soon to be ex-wife and I went to Russia to adopt a child 5 years ago. My wife was told the child was legally adopted by Russian law, and was to be readopted in the U.S. I am now in the process of divorce, and expected to pay for child support. May I add that there were two children that were adopted. The other child is legal in the U.S. is now a citizen and has a social security number. The child in question is not a citizen and has no social security number. How long does my wife have to readopt this second child? And when she does I will not be part of this adoption, therefore will I be expected to pay child support?
