Adopttion

If a parent is deceased or unknown for twelve years, would it have been possible for the other parent to have gotten remarried, and the new husband,(Step Father)able to adopt the child? (the marriage took place 8 yrs. ago.)

Yes this could happen.

It is possible that the individual or agency handling the adoption was given incorrect information about the father of the child OR the adoptive father may have taken the risk that the natural father would one day object to the adoption. It is also POSSIBLE that the adoption could be set aside if the natural father surfaces.This is not to be considered legal advice and no attorney/client relationship has been established.
