Legal Question in Family Law in New York

I have two adult children, age 23 and age 21 that are emancipated from their mother. The oldest lives with her child's father and the younger child lives in my mother's home with me. I have tried to modify the child support order since, April 7, 2010, but they judge has postponed the case several times, with the new date scheduled for May 2011. Can I file a complaint against the judge for refusing to decide on this case and would filing a complaint even make a difference? I live in the Bronx, New York where they apparently do whatever.

A. You may file a complaint with the Administrative Judge.
