Assault by a 10 year old girl

Can I file charges against a 10 yr old child?My 11 yr old daughter was playing at the playground, she was on the third step of a monkey bar.The other girl threw a water balloon and pulled my daughter's ankle.My daughter fell 3 ft high and landed on her behind.The x-ray shows she has compression fracture.We filed a police report but there's nothing they can do because the other girl is only 10 yrs old.This is not the first time my daughter was harassed by that girl.Any suggestions?I would really appreciate if you will reply right away.Thank you.

You may be able to sue the other child's parents for, among other things, monetary damages for the injury suffered by your child.

There may also be measures which can be implemented to make the other child's parents and/or other adults who are responsible for watching the other child responsible for keeping the other child away from your child thereby ending the harrrassment.
