Birthmother's lawyer lost adoption records, how do you find them?

Hi, I do not know if you can help me, but I am stuck. My birthmother's law firm went out of buisness and her lawyer said he doesn't know where the adoption file is. How would I go about looking for this file? Is it even possible to find it? Do the files just go into the garbage when not used? The file would be 21 years old now. Do you have any suggestions? Thank you.
