How do I bring an Article 78 proceeding? The Office of Child Support Enforcement has denied my claim that my disability payments, which are my only source of income, are exempt from this aplkication.

That is a very broad question, similar to "how do I bring a lawsuit." Therefore, to broadly answer the question, you would file either a Notice of Petition or Order to Show Cause together with a petition, demonstrating to the Court that the governmental entity acted in an arbitrary and capricious manner.
