Name change on birth certificate

My Dad just discovered that his last name on his birth certificate is different than the last name he has used all of his life and the name on his SS card. His birth certificate name was a longer version of his last name now. He never drove and does not have a driver's liscense or other photo ID and we discovered this because we wanted to obtain an ID for him. Can you please tell me what steps are needed to change the last name on his birth certificate? He was born in NYC but we now reside in NC.

Why is it necessary to change your father's birth certificate name, when it is merely a longer version of his "Use" name.

Many people USE "aka;" and signature names are often shortened or lengthened versions of a certifcate name. Even Social Security can issue a card in or to a "USE" name.
