Re: change of venue
Custody jurisdiction for the Family Court is based on the county in which the chidren reside.
Venue for a divorce case in the Supreme Court is based on the residence county of at least one of the parties. CPLR 509.
Suggest you have child support paid through the Support Collection Unit.
Your case seems to suffer from a lack of direction. Suggest you consult with an experienced matrimonial attorney.

Sounds like one spouse is playing serious games. Get tough. Withholding support is illegal, and can result in jail time. Contact the child support unit of your local county government.
