Legal Question in Family Law in New York

Is it child abuse when a divorced father threatens a child saying as long as the child do not like his new girlfriend he will and has purposely made trouble for her mother. He has had her mother arrested after threatening her verbally abusing her then calling the cops and saying she did it to him. He don't spend time with his kids to hurt the mother. The mother when married was the stepmom to his other 2 kids that has always been the only 2 that he cares about. One is a drug dealer and one is child predator, now to hurt the mother hes threatening a custody arrangements just so he don't have to pay child support that's how he got custody of his other 2 kids. My friend the mother in no way shape or form kids want her kids in that environment. He has emotionally abused the mother and their 2 kids for 17 years, he cheated on the wife with neighbors and he the mothers own sister and blamed it all on her. Now hes constantly threatening his daughter verbally if she don't make nice with his new girlfriend which was a friend/neighbor to the mom. there is so much going on is there anyone that she can turn to in buffalo, ny an advocate for emotional abuse of divorced kids or emotional abuse for families

If he threatens the child with physical harm or actually causes the child an injury you can bring a family offense petition on behalf of the child for an order of protection.
