Legal Question in Family Law in New York

Child Care expenses proof

Mother of my child states in family court she pays cash to babysitter, howewer she never brought any checks or affidavits confirming that. The comissioner blocks my attempt to diclose name of information and proof of payment. I am unemplyed and don't have money for lawer.

Does comissioner violates law and if yes, can I have refernce on law regulating such situation ?
