What is the obligation of the non-custodial parent if the custodial parent has voluntarily quit working - is the noncustodial parent responsible for 100% of the child support?

Re: child cupport

Child support is an obligation of both parents. The child support is based, not on earnings, but on the ability to earn, whether the parent is working or not.
