Child custody ,visitation

my sons girlfriend of 12 years left him and took their three boys ,she had custody and he had visitation rights, since she went to a safe house claiming alcohol was a factor can she require that he has a drug and alcohol test before he visits his children and can he enforce the visitation rights?

Testing shouldn't be an issue to get to see his kids. Enforcing visitation varies greatly and is influenced by things like fighting drug testing.
