Can my child leave the US without my consent?

Can my daughter's mother take her out of the counrty if I never signed for a passport, how do I stop the process?

1. If you have a reason why you do not want the child taken far away, then you may apply to the family court for an order to prevent that action.

2. In the absence of 'full custody', you may not prevent the application for a passport without a court order.
