Child support and Full -time College student
Can I petition the child support Payments to come to my address in Virginia rather than my mothers in New York ?

Sure, you could petition (presumably the New York Court having jurisdiction), but the court may prefer to maintain your mother as payee in the case for a variety of reasons, including expenditures which she may now be incurring in your behalf which are in the nature of child support.
