Legal Question in Family Law in New York

Child Support

My girl friend's cousin had a sexual relationship with a female approximately 12 years ago. He stated that he believes that he made the girl pregnant - but is not sure. After 12 years the child's mother wants child support. Is there a statute of limitations issue as to when she must bring an action against him for child support? Also, if it is deemed that he is the child's biological father can the child's mother successfully sue, and therefore obtain, all 12 past years of him not paying any child cupport? Also, what would you suggest that I advise him to to, i.e., if he may not be the child's father? I am an attorney - though recently admitted to Connecticut (NOT New York). Please advise!
