Child Support issues regarding legality of payments, etc.

The CSU is harassing me in regards to arrears owed on a support case wherein I owe no current obligation or payment; but have an arrear of at least 5500 USD. I am not the father of the child, I have denied it in court despite DNA tests; they refused to give me an attorney since I was indigent and still am; CSU takes away my license and I lose my jobs. I was told of a act called ''Kennedy vs Kennedy'' which is a Tennessee Fam Court act and not NYS; I was then told that section 454 and 458 were pertaining to my case, but I cannot find them verbatim on the web.

I want to know if there is anything that can be done to cease support payments, since the mother and child are on disability and I am indigent. This is ruining my second marriage and my life. I was told I could file another petition or modification to the original decision, but I am unsure how to do that and wonder if I did that, would my support increase instead of decrease?

If you are indigent, you can petition for a modiciation in CS. It will not go up if you do not have any means and may go down as low as $25 per mo. Go to Fam Court and ask for the forms or find them on-line under NY Unified Court System site.
