In new york state can a support order entered in jan 2007 be modified in 2008 after the divorce decree was entered in november 2007

The simple answer is yes a support order can be modified at any time if there is a legal basis for such change.

This depends on a number of factors the most important of which is whether there is a substantial change in circumstances. These could be a job loss with a good-faith effort showing attempts to get another job. Another might be having to go on public assistance.

It also depends on whether the support order was based upon an agreement between the parties or whether it was ordered by the court. It is harder to change an agreement as you supposedly entered into it open-eyed.

Further facts about changes that have occurred and a review of the court order/stipulation would have to be completed for a more pointed response.
