Does a non-custodial parent who has voluntarily terminated his parental rights, still have an obligation to pay child support?

You have to pay child support unless:

You gave up your rights in an adoption proceeding; or

You gave up your rights in an custody agreement that also

1. stated you did not have to pay support and

2. the agreement was approved by a court.

That would depend on what you mean by relinquishment of your "parental rights."

If you consented to your child's legal adoption by another, then someone else is deemed the parent, and that someone else is obligated to pay support. Your support obligations in that case would continue up to the date someone else is legally declared to be the parent, in your place and stead.

Any other informal "arrangement" you may have re your parental rights usually has no import concerning child support.

Child Support is actually personal to the child, although it is the custodial parent who sues for the support in court.
