child support- which state presides?

2 consenting adults conceived a child out of wedlock. The child resides with the mother in New York state, while the father, who acknowledges paternity but does not want custody, resides in Florida. Which state presides over child support ruling?

A summons to acknowledge paternity was served to the mother, supposedly as a formality of drawing up a formal agreement between the parents that would not involve the government getting involved in support matters. What should the mother's response to this summons entail? There was inaccurate information on the petition delivered.

If NY is the state of the child's residence, then NY, is the state that has primary jurisdiction, re all matters having to do with the child, including but not limited to the custody, health, support, care and welfare of the child.
