Child Visitation

My daughter is 16 and her father has had no contact with her since she was 4 years old. Now i hear he wants to see her. He has had a court ordered vistation right since 1990 and has never used it. Does he now have a right to see her?? What are the abandonment laws in this situation?

Technically yes. However, if you want to modify the order then you have to go to court to have it modified based on the fact that he has not seen her in 4 years.
