if a child is 19 years of age ,moves out of his custodial parent home and goes to tech college out of state and is working, pay his own rent , is he consider emancipated?

No, the rules on emancipation are that the child is completly self sufficnt and severed ties. in this situation your child is still in school and threrfore not completely self sufficant.
