children travelling overseas with only one parent

I would like to know what to do, what to take, and where to go to write a statement regarding two children not to be allowed to leave the usa without their mother's written consent. in other words, the children couldn't travel overseas with anybody but their mother or her written consent allowing them to depart from the usa.

You need a court order, which would then have to be filed with the U.S. State Department.

You'd need to get an Order from the Court. You can go to the Family Court that issued the original Order regarding the custody and visitation issues and apply to get that Order modified. I'd be happy to give you a free consult on this matter if you'd like any further information. Good luck.
