Can a child's grandparent's, who has sole custody of the child, take the child out of state w/o the child's biological parent's consent?

If the grandparent has legal sole custody then the grandparent stands in the shoes of the biological parent and can travel anywhere with the child unless specifically forbidden by Court Order.
