Why can I not collect support payments?

I have done everything I have been told to do and yet I still have not collected one dollar in child support. It has been six long years. I have hired a collection agency, gone after tax returns, and even called him begging for a little help.

He moved out of the US and there is no treaty between the two countries regarding child support. When I spoke with my X-husband, he tells me that when the child turns 18 he will pay all support but will not give me one penny until then. He tells me that the money is for the child, not for me. I told him that the courts have issued child support payment order and that he must pay or will face jail time. My X-husband strated laughing. He told me to go tell the judge and my lawyer that there power stops at the boarder. My X-husband has made it clear that he will (if he has not already done so) renounce his citizenship.

What should I do? Should I wait util the child truns 18? Should I keep going to court? I am not rich and cannot afford going after him in another country. Signed yet another poor Chistmas for my child. I think my child has lost the most. So much for the legal system.
