Legal Question in Family Law in New York

Is this considered kidnapping

I have full custody of my two kids, my ex does not have joint custody or visitation, i however allow them to go out with him to the park etc, but I am fearful he might take them one day and not return. What can I do if he does this? what are my rights?, can i call the police and say he kidnapped my children?.
