Can my ex continue to have custody if he is not the one providing for the care o

I want to put in for a change of circumstance in family court. My ex has custody of our two children but his parents are actually providing for the care of the kids. The kids want to live with me. I need to consult with an attorney right away. Thank you. I dont want any pre paid services or anything like that. Please dont call me with this.
