Legal Question in Family Law in New York

After a Court Appointed Referee makes his report to a judge, do the parties have a chance to submit any additional arguments to the Judge (like findings of fact and conclusions of law from the hearings with the Referee) before he/she makes a decision based upon the Referee's report? Or is the Referee's report the one and only item that the Judge will based his/her decision on?
