Legal Question in Family Law in New York

Can a court give a non-custodial parent (parent does not have any custody) the right to be involved in educational matters, even if they do not have formal custody, but do have visitation? Court clerk told parent they must file for joint custody in order to be granted educational rights. Is this correct?

The non-custodial parent can receive information about the academic progress of the child as well as school events that involve the family.
