Court Order for Familes

My sister found out her husband was cheating on her. She wants to take the kids back to Michigan to stay with her family for the summer with her husband knowing where she is going, but maybe does not consent to the whole summer. Can he get a court order to bring her back to New York even if she does plan on coming back after the summer?
