Court Petition for Counseling in a Minor

I have a divorced friend who lives in NY. His ex-spouse has alienated their daughter (age 14) against the him. His daughter hasn't spoken to him in 1 year and her mother does not force her to see him for visitations. The daughter is failing school and has begun the path to trouble. Her mother has lost all control of her. My friend has asked his ex-spouse to take their daughter to counseling, however she refuses to force their daughter to see a therapist. Can my friend get a court order forcing his ex-spuse to take their daughter to therapy? Note: The mother is the custodial parent with the children but has shared custody. The father has the typical alternate weekends and 1 night per week.

If the parties have joint custody, then he has as much authority to take her to see a counsellor as she does. They should agree on ;this but if they do not he can go to court seeking to modify the current order.
