Legal Question in Family Law in New York

My cousin who is 33 and has a 14 year old son is considering to send her son from NYC to New Hartford to live with me. I have agreed to do this and feel that I am responsible enough to give him a better life. The problem is I don't know how this works in terms of the law. I am not adopting him because he has a mother that loves him but will be taking care of him and need rights in order to get him into a school for the fall and also if he gets injured or sick and needs to go to the hospital. Please help me and at least steer me in the right direction with this matter. I am 28 years old by the way.

You can petition the Family Court for custody, either temporary or permanent.
