how do i get custody

i have a friend who has a child that is being abused. both parents are addicted to drugs as wll as the extended family. if i do not gain custody of this child i am in fear that she will be put in foster care anyday. can i get her out of foster care? the motherhas already lost her rights to the child the natuaral father has the child now but he is under investigation . he has refused to take a drug test. i am ready willing and able to either foster or adopt this child. this is all happening in brooklyn. thanks

You are neither a parent or relative. I would contact social services and explain the situation. Maybe you can qualify for the foster care program for the purpose of taking in the child.
