custody/adoption
a man has sole custody of his child born out of wedlock in the Dom. Republic. child now lives w/he and his wife in NY state. can the wife adopt the child? does the bio. mother have to give consent?

In order to adopt a child, the parental rights of the biological parents must be terminated first. So yes, the mother must be made a party to the action and give her consent.
