Declaring a Mentally Ill Person Unfit

My brother is almost 40 years old and he has been in and out of the mental hospitals for over 25 years. He can no longer go back to my mothers because now he has become uncontrollable. His is now living with a childhood friend and he not doing well there. He doesn't want to throw him out on the street. If my family don't take control he will hurt himself or worse someone else. You hear horror stories on the news about mentally ill patients killing innocent people all the time. I want to take control over his life, but the doctors will not work with the family to come up with a solution.
